The major role is played by the government servants who are at the implementation level. It is they who execute the government policies for the welfare of the public.

They should be corrupt and show red tapes in the system. They should be honest and dedicated to the service for the public welfare. They should play an intermediate role in bridging the gap between the general public and the government.

The government servants are paid by the concerned government. The pay scales are revised after the pay commission order after crucial studies in this matter. The good governance will keep the general public happy.

A government is a well maintained organization, agency or machinery by which a political unit fully exercises its control, authority and administers perfectly defined public policy, and performs the tasks by directing and controlling the actions of its subjects or members. Generally speaking the term “government” refers to the sovereign state or a civil government which can be either be local of a given region, national or international.

Moreover it is also observed that in the field of commercial, religious, academic and other formal types of organizations are also perfectly governed by efficient internal bodies. Such types of bodies may be called managers, board of directors, governors, administration or council of the elders. However the size of governments may vary by purpose and region.

The growth of an organization mainly advances the perfect complexity of its government, so if it is a village administration or small towns or region of a given state or province or small-to-medium privately-operated company then it might generally have fewer officials under the system of governance. But in the case of larger organization like the multinational corporations that might tend to have hierarchical layers of administration and different types of governance under it.

It is also been observed when the complexity increases then the nature of governance rightly become more complicated. This will create a situation for more formal policies and procedures to perfectly government the given situation.
